Hi, my name is Tran. I helped my sister “Huyen Le” schedule an appointment at 4:30pm at your testing center on October 13th for Nail Technician Exam. Since she cannot speak and understand English, the Nail Technician exam is in Vietnamese. When she came to the office, there was a woman that did not let her sign to start the exam just because my sister cannot communicate by English with her. I believe that she totally can use body language guiding my sister how to check in and if she needs help, my sister can call me, and I can be a translator. Disappointedly, when my sister called, I explained for her, but she said NO with every single word I told her.
According to the Pennsylvania’s Rules for Nail Technician, the fee charged for each time we register for an exam is $95. If we fail, we can redo it again without any fee, but if we do not show up for it, we need to pay another $95. It is not fair since my sister showed up for the exam but could not do it and must pay the money again. Moreover, State board understands there are some people cannot speak English; thus, they translated the Rules for Nail Technician into many different languages including Vietnamese which my sister understands, and it was not the first time that my sister came for the test, this was the THIRD TIME my sister getting the test. That is why all she needs is showing how to get into the exam by signing and getting personal information.
State Board opened the exam in multiple languages for people like us can have more chance to do the exam, get license, work and be independent. I do believe it called Nail Technician in Vietnamese for a reason but now she took it as an excuse to refuse us. As mentioned above, that was not the first time my sister came. Other previous times were good and people are ready to help when we are in need, but sadly, not this time. It would seem that we were not treating well. We did not do anything wrong, did not cheat, did not ask anybody to do it, or we are not a threat; therefore, we have a right to do the test. My sister does not get the test just for fun, she is getting for her living!
I hope the head administrator will read this comment, help her check in and get the exam.
